GOVERNMENT HOUSE.

HONGKONG. 22nd October, 1914.

Sir,

I have the honour to transmit the enclosed copy

of correspondence addressed to the Colonial Secretary by His Britannic Majesty's Consul at Swatow requesting that a clearance

permit should be refused to the S.S. "Kumchow" a British steamer

consigned to a German firm at Swatow.

On ascertaining that Messrs. Lauts & Hassloop,

the firm in question, was not a branch of a firm in Germany, and

was a purely local Swatow firm, I decided that in view of the

ruling contained in the Order-in-Council of the 9th September

on the subject of trading with the enemy, Mr. Pitzipios' conten-

tion could not be sustained, nor a clearance permit withheld.

The grounds on which the Government's decision was based were

explained in a letter from the Colonial Secretary, copy enclosed,

prior to the vessel's departure.
